Do you know what is under the concrete? Was it a 'proper' build so could have an insulation layer under there?

I don't think the concrete itself will be affected by the weather, especially if you tile/slab over it, but if there is a DPM and an insulation layer under there, perhaps that could be - I don't know.

(Eg - any rain that makes its way past the concrete slab will 'pool' on the DPM and not drain away, and might(?) soak in to the insulation layer. All guesswork, of course. And, even if it did, would it be an issue...?)
