we have plasterboard walls which have been dot and dabbed with plaster and sanded smooth. We have not had them skimmed. Should we do a watered down first coat of paint?

Yes water in down 50/50 and give it a light coat to seal it, then a couple of coats of full paint should give up a nice finish.
