moved into new home and the boiler comes on every so often even though the the timer is set to off. It seems to be every hour or two it kicks for 20 seconds then goes off. Is this normal for a combo boiler ?. Also the hot water is not in use at the time.
Vague with your details. What combi? It's 'domestic hot water preheat function most likely, can be turned off.
24,35,30 are just a few ideal logic combi boiler models available, which one, google for the manual, it will tell you how to turn off preheat.
It's normal - 'preheat' as KIAB says. This keeps the innards warm so's it can deliver hot water to your taps more quickly. It'll probably/possibly also have a pump anti-seize setting which will make sure that it doesn't stay idle for long periods.
I think you are lucky and there is a button on the Logic to turn the preheat function off. If it was the Isar you have to buy a part for the boiler to be able to do it. In my opinion it is an unnecessary function, does not really get you hot water any quicker and burns gas roughly every hour 24/7 running up your gas bill.
