My meter is located inside the house and I am fed up of having to inform my supplier of the latest reading when they choose not to estimate my bill. Can I get it moved into a meter box outside FOC so that the onus is on them to read it?
Extremely unlikely. If your registered disabled, then it's possible under the 'ease of access' to be able to read & have access to the meter, same applies to a gas meter, but is usually easier due to access for Emergency Control Valve (ECV) needed to isolate gas supply.
You can't get this work done free of charge. If the smart meter role out speeds up, your meter will soon be read monthly and remotely any way.
