Can finished screed level go into upvc door threshold or should threshold be above screed

Keep screed below threshold otherwise door may foul on final covering. What are you covering the screed with?

    Probably 18mm engineered wood.

If your screed was level with the threshold then your door wouldn't be able to clear the finish engineered floor, keep it lower for this purpose.

    Door opens outward

Back door? I'd still keep it down beneath, difficult to finish edge of engineered floor neatly, no reason to bring it up flush unless thinking of wheelchair access, and a tiny lip isn't going to matter with that.
