Dual flush syphon not working correctly

Just replaced all the internals of our old toilet. Installed new dual flush syphon and new fill valve - both the same make. Everything is working fine except the half flush (pull handle and hold) isn't working, it just full flushes whether you pull and release or pull and hold. Anyone know what might cause that to happen.

There usually a plug in side of syphon that sets fill level 6ltrs or 9 ltrs or what ever, have you check that.

    What make of syphon?

It's a viva skylo -- here. There is nothing in the literature to explain.

    Remove one.

Both in gives 9ltrs, also 6trs & 7ltrs options depending on plugs locations, all in instructions.

Ok thanks everyone for your replies, its sorted. Turned out to be the c-link not pulling the plunger all the way up - shortened slightly and all is well.
