you should get an electrician to have a look. better to be safe.
    good luck.

Having inadequate Earthing and bonding is fundamentally dangerous. Get it sorted immediately.

    Is the installation earthed?
Are extraneous conductive parts within the installation bonded?

If not then it is dangerous.

As a minimum requirement, your incoming water (gas/oil) pipework must be bonded back to your fuseboard/Consumer unit

If this is not apparent then this is the reason for the leaky current you are receiving

    Get it sorted

Well, the MET which may or may not be within the distribution board.

90 % of domestics will be inside the board and I would assume he understood what I meant

Hmmmm - electrical resistivity of tap water -

I can see that a possible voltage could be measured on the metal tap spout due to bad earthing etc, but the tap water itself showing a PD? - the whole topic smells of a windup tbqh.

Why is it thought that there is an electrical charge in the tap water?
Tests aren't showing anything so what else could it be?

I'm not so sure. The DNO here require it to be external from the DB, i.e. in an ISCO. They can actually refuse to connect the supply if it isn't.

Not sure twin screws is a compelling argument.
