My plastic bath panel had a crack in its so I decided to get a mdf one. The problem I have is that it's 18mm in thickness and won't sit flush with the top of the bath due to the position of the legs and the wood along top of bath, the panel would hang over by about 10mm.

Is that how it should fit or should it sit flush with top of bath?

It should sit flush, actually slightly recessed. Need a router to take a chunk out of the top and bottom so that it does. MDF is the last thing I'd use for a bath panel, make sure its fully sealed otherwise it'll soak up water and blow.

    I
I would need to router near all the way down to the bottom of the panel as the legs would also clash with it

Indeed, I assume the plastic panel was very thin and the mdf is thicker.

yes it was only a couple of mm. Do you think if router all they way along the top of panel and down both parts where the legs are that it would be okay? It would only leave about 8mm of mdf in these areas

8mm is not a lot considering the mdf could get damp, but if sealed might be OK. Ply would be better.

If i put a frame either side of the legs and use clips to fit the panel it should be okay or you think not?

Should be ok if sealed well. Just my opinion.
