Having nearly completed my two storey extension I have an issue with my boiler flue as it has been moved ( as per Ideal boiler instructions which say it can sit an inch below any soffit) but the vented steam is now building up on the soffit as it doesn't come out the full depth of fascia. I'm Just wondering if u need to put on a telescopic vent £60 or can just extend with tubing ? Thanks in advance

yes, you need to extend the flue to beyond the soffit, I'd buy a flue extention a piece of tube won't do,

you don't need a full flue extension, all you need is to move the exit point for the plume - so see if you can find a plume management kit for your boiler - this is usually little more than a nicely finished, expensive, but correctly sized length of tube along with some suitable standoff fixings
