Would you just cut out a notch of the noggins and a notch in the joist and lay the joist over the top so it sits flush? Then put some big screws through? If so, what would be best to cut the notches? Thanks

You're just trying to add a bit of support so cut your new timbers to fit between what you have and bang in some coach screws to pull it all tight.
It's not rocket science so try not to over think it.
