mould/flakey paint - textured bathroom ceiling

Title says it all really. Looking for a solution to this problem I have in my bathroom. The room has a window, I have recently fitted a shower fan with an over-run timer and the wife has agreed to stop drying clothes on radiators!!

I've read many posts about this type of problem, but, haven't found one that relates to textured ceilings.

Just wanted ideas on how to remove flaking paint, what sealer / paint to use.
