   the waste from my toilet with an S bend is cemented into a clay soil pipe at floor level
   don't have an angle grinder to cut it
   is it Ok to carefully chisel the S bend pipe away?

   Hire a grinder for a day.
   
   Risky, even with a rag down the pipe to stop losing bits, there is a very high risk of breaking/cracking pipe below floor, then you have worse problems to sort out, digging up floor to replace the bend.

   Don't chisel it!!!! Grinder as Kiab the cowboy said (Be careful though as we know what cowboys are like!)
