Win Fee

I need to understand more about Win Fees as they may relate to construction design services. I recognise the same may be considered for multi-phase commercial projects but need the next level of understanding. If anyone can point me to anything that would help me to understand the theory of how and when they may be applied, and more importantly from my perspective, the rationale etc to enable them to be negotiated out, it would be most appreciated.
