Just moved into a house and previous owner recently had a summer house. Its about 10m from the house and has 1.5m cable in conduit underground going to a spur under the kitchen sink. The summerhouse has 2200w in total of lights and a fridge. No heating etc. What are the regs, is this safe etc.

What do you mean by spur?
Is it just connected to a socket, or is there a Fused Connection Unit?

Fuse spur switch socket. That gets its power off a double socket for the dishwasher.

    "Is to the regs?"
    Read this

    "Is it safe?"
Probably, but only a spark with test equipment can give you a definitive answer to that one.

As above, only a spark can give you a definitive answer. There are items like this to consider, eg
What sort of cable, what sort of conduit, what depth, what warning indicators?
    Is the source circuit RCD-protected?
    etc

Its 450mm deep. Normal Twin earth cable in plastic conduit. There is no additional rcd under the sink or in the summer house. Consumer unit located in garage. Warning label under sink saying cable depth and to summerhouse.

Twin and earth is not suitable for burying, in plastic conduit. Earthed steel conduit yes, but not plastic.
Re RCD. Is there an RCD in the consumer unit that covers this circuit. You do not need an “additional” one, but you must have one for this circuit.
Post photo of your CU if you aren’t sure

The cu says RCd protected circuits and one of these is for the sockets. So the garden is under rcd protection.

    That’s something, I suppose.
