My gas boiler fired CH system works, but the radiators never get very hot to the touch, especially downstairs. The boiler is set at 62 C but the warmest radiator (upstairs bathroom) doesn't get above 40C and downstairs 35C. The TRVs are all set max.

How can I get the system to work as it should?

Maybe it needs flushing or a bypass valve is stuck open or the pump is defective.

maybe its working to how it has been installed or adjusted, every heating installation is bespoke. its easily sorted but its a summer job

Do the rooms get up to temperature?

Note: Setting a TRV fully open will not make the room heat up any quicker. All it's doing is asking for the room to be heated to 28/30C (depending on TRV model), which will only happen if the radiator is large enough. A TRV is fully open if the room temperature is more than 2C below the set temperature.
