To be precise 553.1.5 actually states a socket outlet NOT COMPLYING with BS EN 60309-2, so it doesn’t actually give the go ahead to install a blue industrial plug socket without shutters. The correct answer is to hardwire the saw bench.
As @BiancoTheGiraffe has pointed out, there is a big plastic shutter over the socket with a strong spring.

Household is people. If they live in the house where the garage is then they count as the household wrt use of the sockets there.
No, we can't do that - "shall" has a specific and defined meaning when used in standards. You either agree with that meaning or you differ and are wrong.
You are ignoring the fact that the Wiring Regulations have to cover all sorts of installations, not just domestic. There is no conflict between having regulations which impose requirements for all sorts of sockets and other regulations which restrict which sockets may be used in particular circumstances. You may no more use the existence of 553.1.5 to say that 553.1.201 doesn't apply than you may use it to say that 701.512.3 may be ignored.
He has provided the detail that confirms that not all sockets have to have shutters in order to be used in BS 7671 conformant installations. But that does not mean that any and all of the sockets may be used in any and all locations.

That last line says that for installations conforming to BS 7671, BS EN 60309-2 plugs and sockets may be used. It does not mean that they may be used in all locations and for all purposes. You don't, I'm sure, believe that the first line means that BS1363 sockets may be installed in Zones 0,1,2 etc of a location containing a bath or shower, i.e. in contravention of 701.512.3, so why do you believe that the last line means that BS EN 60309-2 sockets may be installed in contravention of 553.1.201?
