It would be much quicker to weld M12 bolts (minus head) to your round bar.

The hydraulic cylinder may be damped, this slows the rod as it reachs top or bottom of stroke. Might need to open the smaller screw to reduce return damping action.

Look up Tyvek Supro, a breathable roofing felt, would help with the condensation dispersal, and insulate with kinspan or similar.

Is it possible the thread has been loc-tited in, keep the heat on as near the threaded portion as possible, the flame will change colour when the loc-tite melts and burns. Every loctite Ive used burns green.

try turning anti clockwise, it is a very fine thread so one turn may seem like its not moved much, keep turning.

I found M22 x 1, 1.5 and 2.5. 2.5 standard and 1.5 fine. M22 x 1 awkward and as for M22 x 1.25, wouldnt't new bolts be easier.
