    Had similar once, it was the wind blowing over the top of the rainwater downpipe where it met the gutter, took ages to discover. Have you checked where the noise is originating from, inside or outside your home? I wouldn't replace pipes, could be an expensive waste of time. Good luck.

    Has one of your neighbours got a pump to increase their water pressure ? Or, after 8.38am get each neighbour in turn to switch off their entire power supply at their fusebox/consumer unit - does the noise cease, if so the problem is isolated.

    Have you tried to drill a pilot hole first eg 4mm before using the large drill bit. Why do you need a 12mm hole, that's large, what fixing will you be using ?
