What is the height of the ceiling measured from the floor level ? It may or may not be,from a regulatory perspective. Whether it was the most suitable position is entirely another matter.

As long as the switch is more than 2.25 metres above floor level I would say it complies. (and it's a pull cord btw, not chord)!
