Any idea what's happening here?

    Pic attached.

    Wall has been polyfilla'd then painted over. Some cooking takes place near so could be steam? But why would it bubble like this by the polyfilla?

    Any ideas? Thanks

    Looks like contamination on substrate

    Is there something leaking behind it? Or did the Pollyfilla dry properly before painting? Another option is was the wall exposed to steam/ grease from cooking before paint?

    Possibly contaminated. Sanding down and paint again fix it?

    Degrease before sanding otherwise you will impregnate the grease deeper
