Cavity wall batts ?

    Im building a smallish double skin with a cavity concrete block room in my garden to house a CNC machine.
    Would putting in Rockwool cavity wall batts help with sound isolation?

    Or would putting them on the interior walls work better and then plaster board over them?

    I'm trying to deaden the sound when the router cuts.

    It really depends how far you want to take it.

    Concrete block (7.3kN dense block about 1900kg per m3) would be a good choice and one skin would provide about 40dB attenuation at 400Hz (see here). The issue is achieving isolation to the second skin. Use acoustic wall ties like this but there will still be a connection at the base. Anyway, fibrous fill in the cavity will prevent resonance in it and probably is all you need if it's all air-tight (render the outside and paint the blocks on the inside if not plastering).

    If following concrete block cavity construction then in my opinion the ceiling and door are where most the sound transmission is going to come from.
