i have noticed cables are running warm on dicharge lighting circuit.

the load of 10 amps is being pulled on 1.5mm2 fp200 cable. all cable rating factors are correct. ie the cable runs on cable tray, there is no grouping factors, the length of cable is less than 50m , on a c 10 bs60898

the discharge lighting may be running for 10 hours a day.

    should i be concerned?

Cables are designed to dissipate heat and run warm, standard cable okay up to 70 degrees.

Only two reasons to be concerned

    1.Its your house

2.You have been stupid enough to put the job through the books and compounded this idiocy by issuing a certificate with your name on it.

40 degrees seems warm to some, so 70-90 degrees will cause panic!
