Rockwool slab as wall insulation on new extensions ?

The last time i checked, new builds require 50mm celotex/ iko enertherm board in a cavity wall system. However, ever single house extension I see locally is using, what looks like, 100mm rockwool slab with no air gap. Are these just builders taking the **** or am I out of date ? Thanks.

Hi, I live in a 1870s terraced house with a fairly large step gable that leaves my attic (not an issue) and parts of the cavity less walls of my 2 bedrooms exposed.
