2 identical boilers - do they need to programmers?

    I have a house with two identical boilers for space heating. Do they require two programmers or are they usually run off the one programmer to keep them in sync.
    The reason I ask is if two programmers are present then does that usually mean the house is zoned? Note:the house has two room thermostats one upstairs and one down.
    So the question is: Does the presence of two boilers with their own programmers usually indicate the house is zoned?

    Switch a boiler off and the other on and see which rads get hot.
