The rough answer is to buy a 4mm SDS drill bit and use that as the pilot if you really need to, even though they're not designed for that purpose, it will still do the job.
If the treated timber is damp spray the screws with WD40 then wind them in.
One of the cheapest places to get things like 4mm drill bit 100mm long is surprisingly Amazon - about £2.50
The OP is drilling in wood - the masonry ones will go through but obviously ones designed for wood are much better
Or find a long series HSS drill bit.
Don't think I've ever seen an 8 x 140 mm screw.
The code 13977 shows a 6 x 140 mm screw.
200nm is the maximum on a 1/4" hex driver. Though I think fein has a 210nm machine.
I've seen 150nm machines struggle with a 6 x 140 into soft wood.
