Advice on how to fill exterior hole

    I have recently moved into an ex council steel frame cladded building and noticed damp parts on the floorboards at either side of.the front door.

    On further inspection It looks like the possible cause is holes at either side of the outside door step at the underside of the render cladding (see picture).

    How would I cover this to stop this happening, and also stop vermin getting in.

    Fill it with sand and cement mix of four of sand and one cement and mix it keeping it fairly dry so it is a thick mixture. You could taper it to the step.
