The normal operating voltage has nothing to do with the voltage at which the item has been tested to.
Roll on Mr H. FWIW All equipment has an operating voltage ~ 230V or whatever and a maximum voltage possible 1000V ac Doesnt mean you have to feed it at 1000V. Have a look at cables could be 500V rating

So surely if you buy one of these super efficient new fangled heaters can't you just supply it with a free transformer to up the voltage to the necessary? I guess it would need one of those moulded on plug thingys these days.
