Boiler pipe leaking, is this dangerous?

Here is a pic of my current boiler set up.

Since I've moved into this property a few months ago, there has been a constant leak from that pipe marked in red in the picture above.

This doesn't affect the boiler pressure as I've not had to top up the pressure since I've lived here.

I'm interested to know...
  1. What this pipe is for?
  2. Is it a concern?
  3. Should it be capped off/re-routed?
 
Is it the copper pipe that leaks ? If so where from,ground level or higher up ?
All leaks need to be attended to really .
 
Is the pipe open ended ? It's the pressure relief pipe and if water is coming out of it you need an engineer ,that should cause a pressure drop. Does your pressure hover around 3 bar ?

Yes the pipe is open ended and leaks onto the floor.

The pressure is fine, it does not drop. That's why I'm a bit confused
