building regulations are fairly standardised, everything built should be designed and built with them in mind - it's planning permission that you should be asking the question about you may well find that you will be allowed to proceed on the basis that the works are a permitted development however advice from your local planning and building regulations department should first be sought

Hi Sandi, As Sean_ork said... the works may not require Planning Approval, but that depends on a few factors, one of which is whether your property has its PD rights still intact. Only the LPA can answer this for you. As for Building Regulations, yes you will require them. You're converting a non-habitable space into habitable. As well as that, there will be associated drainage works, etc... You could look at dealing with the Building Regulations side under a Building Notice.
