I have found Perma White disappointing for it opacity and durability..scratches easy. Is Bullseye better and will water based gloss go over without sanding?

Check out Zinsser 'ALLCOAT' ....water base gloss finish is available and tis a good drop of gear.

This looks promising. Would you recommend the solvent or water based for interior woodwork?

Also I have a heavy nicotine stained house to paint. Would this ALLCOAT deal with it or is cleaning and stain blocking still necessary?

Best to read the product DATA Sheet for manufactures recommendations to be 100% sure.

I only use the water based version and are well pleased with it.

Perma White is self priming not a general purpose primer
