I have a bathroom floor that is 30mm below the level of finish tile.

Tile + Ditra Matting + Adhesives = about 14mm, could I build up the difference with cement boards on the existing screed?

Many people dream of having the 'problem' you describe. :)
If ever a water issue happens in the bathroom (leak, overflow, etc.) the water will remain in the bathroom and won't flow out into the rest of the house because the bathroom's floor is lower than the rest of the house.
It doesn't need to be as much as the 16mm difference that you would have (30mm - 14mm), so you could build up the floor with 12mm thick concrete board or plywood and still be slightly below the rest of the house without having too big a lip.
If it were mine, I'd provide a small outlet to the outside of the house to get rid of any water that did end up on the bathroom floor before it escaped into the rest of the house.

    Thanks, I understand.

What would I stick the cement board down to the screed with?
