We have a good concrete base left after removing old shed. We would like to tile over the concrete but not sure how to do this - hope someone can help?
Depends how good is good. Pic would be useful. Could be as simple as prime, and then lay with appropriate tile adhesive. Any movement or cracks in the slab would be the major limiter.
It is a deep base and as good as new! The area is prone to water rising in heavy rain, so decking is out. Tile adhesive or cement? It would need to withstand the all weathers.

Google it. Plenty of tile adhesives that are suitable for external use. Cement isn’t something you actually stick anything down with it’s a component in mortar which you could also use and also in most powder tile adhesives. It may also depend to some extent what tiles you choose.
And whether you mean tiles of slabs. So many of my clients refer to tiles when they mean a stone / porcelain / composite patio slab. If you’ve chosen already then post a link.
