Concrete blocks behind sleepers?

    I was planning on planting some hedging behind sleepers in the front garden of our new home. The sleepers are retaining the soil and pebbles and mark the edge of our garden. When digging through the pebbles to see how deep we had to go to hit soil, we found several cinder blocks lad beneath the pebbles, against the sleepers. There is about 1ft between the blocks and they're atleast 2 blocks deep. They would sort of limit the planting that can be done so just wondering if anyone can explain their function? Going to try and post images below.

    Are the set in concrete or just sitting loose? I imagine they were put there to wedge the horizontal sleepers up against the vertical ones at the front

    Just laid against them. Not in concrete but it is clay soil so they hold pretty tight.
