Damaged plaster - options?

Hello. I’ve got 1 wall in the kitchen where I’ve not done a tremendous job of getting the tiles off. It’s not too bad but the main issue is a lot of exposed brown flaky paper. Pics attached. The few holes are minor. Happy to patch them, but without skimming the entire area (and wall) how can I remedy it? I just need it smooth. This area of the wall will be covered by new tiles or a backsplash, so do I just add some type of glue or adhesive or something else….maybe I just skim that part of the wall as units will be going above it?

OP,
First, isolate the electrics.
Then, working on the splashback area only - brush down all loose bits - take up suction - and steel trowel on a very tight coat of skim two or three milli thick.

Use a 6mm adhesive trowel and thinset powder adhesive.
The adhesive will pick up & blind any the irregularities.
