Damp patch on wall - lining paper over the top?

    Hiya

    External wall at home gets some damp marks appearing against it from time to time. Gets worse and better depending on weather, but always some mark visible. Doesn't feel damp to the touch but looks bad.

    I've tried using zinser bin primer before painting but its not worked. Now thinking of trying lining paper.

    Question is - will just lining paper work, or will I need some of that Anderton damp proof paper first?

    Rest of wall has a window and beams that I expect will be a pain to paper around, and having never done it before, am hoping for an easy solution! Bit of a decorating novice.

    Tips welcome!

    Yea, have tried damp proofing but we are slightly below ground level and can't afford to tank the room...
