46W Halogen is approximately a standard 60W incandescant. You should be looking for a 60W equivalent so around a 6.5 or 7 W LED. If you drop towards 5 or 5.5 the light level will be well down.
A general guide (not 100% accurate) is to multiply the LED wattage by 8 to get the equivalent tungsten filament wattage. Ignore the halogen wattage figures as they were a con to sell them as energy efficient. A 48W halogen was billed as being as bright as a normal 60W bulb. It is best to ignore the 'equivalent to' information and just try to get used to the new LED information as presented. You will find the vast majority of LED wattages are 5.5 to 7. This is not the best clue to how bright they will be. The best information as to brightness is the lumens. The higher the lumens the brighter the lamp.
