Does anyone know anything about the building regs. regarding flooring grade chipboard?
    With particular regard to
    a) impact strength required
    b) fire rating
    c) acoustic rating.

    Billy,

Building Regs will be dependant on the application (e.g. flats / house / domestic / commercial). I have used Sonae P5 flooring for refurbs and not had any issues see here:- http://www.sonaeuk.com/pdfs/sonaechipboard.pdf

As I understand it you can show compliance using an appropriate CE marked material (which the Sonae board is).

most new houses going up use caberdek p5, but you have use it with the caberdek adhesive and tape.
