I live in a newish 2 bed terrace house. My house is very clean- so is my neighbours. We are on good terms. Pretty sure when my neighbours cook I am getting a burnt rotting veg smell in my house. It's strongest in the kitchen, downstairs loo and bathroom where I have extractor vents. I have contacted the builder and NHBC but they are refusing to come and inspect the problem. I think it's something to do with the shared ventilation chimney. I know nothing about building houses though. I'm totally fed up. Any advice please?

Did you get any help yet?
My wife used to work for NHBC 20 years ago, and basically they will ignore homeowner complaints- even big ones where the house is falling apart due to shoddy building- unless the householder threatens to go to the media. Even then, they would only settle if the homeowner agreed to keep quiet. This was before the days of internet and social media etc, and Ester Rantsen and Watchdog were the only way to seek publicity.
Basically NHBC are there to serve the large developers.
If you want a resolution to your problem, you would be best to call in a competent ventilation specialist, and see if they can find the source of your problem. A decent kitchen fitter or plumber should have the necessary expertise. You will have to pay, and whilst there is a possibility that you will be able to claim for costs and repairs, be prepared that you might have to pay for the repairs and never get any redress. Its not right, but you will be healthier and happier if your house is liveable.
    Best of luck

You sort have answered your own problem...If it happens when they cook has the extractor been cleaned and the grease filter changed....
