i have one radiator downstairs that has air and water mixed together giving it a milky appearance . despite bleeding it constantly for a month it does no good .. top of the radiator gets boiling while lower part is cooler.. any suggestions would be apprciated once more

Pump speed is too high and it is sucking in air from the open vent - if its a conventional system. The sludge is not the cause of the air, the sludge is as a result of corrosion.
You don't say much about boiler or system set up, but check your pipework for sludge too, copper is non magnetic, sludge is rust from cast iron or steel and is magnetic so a magnet on the pipe should not feel any magnetism unless rust is present inside it.
