Gutter or roof issue? Ballpark cost?

I recently purchased my terraced house and when it rains, the front wall gets very wet and this seems to be causing damage to the render.

I have had the gutters cleaned as I wasn't sure if this was the problem but this doesn't seem to have sorted the problem. Also the person who cleaned them tested the gutter and they didn't think this was the issue.

I had someone come out today and he suggested I replace all the guttering and joiners as well as the re-point the ridges on the both the front and back of house. As the roof isn't very steep, he didn't think scaffolding was required. He quoted £1000. I am currently ringing around to get at least another 2 people to come out and suggest and cost how to fix the problem.

I've included a photo from a video I took when it was raining as I figured it was useful to show roofers etc when they came around to look. Hopefully you can make out the water coming down!

My questions are:

1. what would be causing the problem?
2. What would you recommend to fix it and a ball park figure of what I should expect to pay?

The photo shows water pouring from the gutter? is that the issue?

If so, and it's clear, no blocked downpipe, is it a shallow fill? just not coping with the amount of run off? or is it leaking at the joins?
 
Need further photos from a distance.
The test, if it was a bucket of water, would not have provided enough water to cause a problem
As above the gutter could be inadequate for the run off.
There could be faster run off at that point depending on roof configuration
The gutter could have a dip in it.
Support brackets may be inadequate.
As above the downpipe could be blocked.
 
The wall will be wet within reason as there’s no overhang however the gutter could be fitted poorly or the first course of tiles not project far enough into the gutter to shed rainwater adequately. Many possibilities.
