Is it possible that a rad is knackered?

Got one rad upstairs that's barely like warm. All the rest are fine. Changed the valves at both ends of the ras and still the same. Can the rad be clogged up itself? Or the pipes on entry into the rad? On the one end they do seem a bit bent and distorted. They're old 10mm pipes...

    Thanks

Its possible. Turn off all other rads by their thermostatic valve ( or wheel head if no thermostatic) Don't touch the valve on the other end of those radiators ,thats the lock shield valve.
See if your problem radiator now heats fully.
