Their hearts are not in it, usually there would be a full on attack from the Daily Mail following imbeciles but all we've got is longs and IIR going la la la I can't hear you

It's also often used by people who have no basis in fact as a way to steer people towards their way of thinking.

My synopsis, is sure to be reported on this very forum when I've read the half dozen or so pages that actually mean anything.

They are total opposites.

One is asking if you said something.

The other is asking what did you say.

So one is suggesting they heard you but didn't hear what, the other suggest they never heard you, so total opposite.
