Kitchen window sill is damaged

Hi

I have moved into a house and looking for advice on kitchen window sill and how to fix it.

I previously had tiles on the window sill however the grout started to crack and the tiles started to lift.

we have taken everything off back to brick and it is a bit damp, need some advice on how to sort it out and make it a dry area to be able to tile. I have attached some pictures below, can anyone help on what needs to be done step by step to stop this problem happening again with the tiles :)

First issue is to find where the damp is coming from - it's most likely what caused the tiles to lift in the first place. Window condensation or leaking window maybe - is the sealant around the outside of the window in good condition? Does the kitchen get steamy and cause condensation? Assuming no more water getting in then leave it for a couple of weeks or so to dry off before re-tiling
