Who knows lots of families have “tearaway” children? What I am sure of is that kids will be kids, and when they have nothing to do but roam the streets then they will get into trouble as I’m sure we all did in our day.
 
I particularly like the quote at the end;
“For too long, Government action has not been as effective as it should be at stemming the violence. We need a long-term, evidence-based programme to get a proper grip on gang violence.”
The 'evidence' they need has been available for years, but, as usual, there's a very noisy minority who forbids them using it.
