Mechanical Room Below Living Room in Block of Flats

In a new build, residential building with four floors and fifteen apartments in total, what impact will the plant room located on the ground floor with MVHR and a boiler have on the flat directly above it, on the first floor? Is there risk of heat/noise/vibrations travelling to the flat above?
