Oil Boiler Size

Hi

I am about to order a new oil combi boiler and installation, and I am confused over what size boiler. I got three quotes, two of which quoted in person and said two different sizes. One suggested 18/25 and the other a 26/35. Putting aside the cost difference of the boiler, the engineer offering the samller size is significantly cheaper. How can I make sure that the smaller size is the right one, they seem adament. Does it depend on the flow speed of the mains water? Some detail about my house are:

4 beds
1 bath
13 rad
kitch/diner UFH.
Built circa 1880

I guess I also need to check the existing pipe dimensions. We currently have a large boiler but I do not have much faith that that was installed properly.

I'm no plumber or heating tech but I think the hot water performance between the two at full output may be significant. The incoming water supply will of course have some bearing on that too. We went for Grant boiler, after becoming fed up with Worcester Bosch frequent problems-other opinions will be along soon!
