Outdoor Lights - Brown Putty

    Moved into a new house a few months ago and earmarked the outdoor lights needing replaced due to suffering from rust quite badly.

    Took one off the wall bracket to find a large mass of brown putty covering what i assume is the wire connectors (lighting fixture didn't look waterproof so I'm guessing this was done to protect the connector and live wires from water)

    So, is there an easy way to remove this putty? And what is this putty called
