Paint chalking on interior wall

    Hi all, I am trying to figure out what is causing the flaking on one of the walls at my property.
    I moved into this place a few months ago and found this damp patch a bit above the skirting board - paint was flaking and chalking. My assumption was that the room was not ventilated properly and this was causing it; it's a north-facing room with single glazing;
    I scraped off the flaking and chalking paint and applied some paint to cover the patch as I wanted to see if this would be ok if the room was properly ventilated. After a month the chalking began again.
    Could it be because when I applied the paint to cover the patch I did not apply any primer?
    I am planning on painting the entire room so I want to do this properly.

    The wall itself is not north-facing but neighbours another property.

    Any ideas on what might cause this and how I should fix it?

    That's damp in wall by looks of it

    Fair, I am trying to understand what might cause it.

    Knock off back to brick and look.

    Check drains. No cracks and condition where water collects around drain hole
