I know that this is the wrong time of the year to paint outside but we are looking to put our house up for sale by March this year. Now, the sills are cement / concrete and have been painted before, white. Problem is, i have scraped and lifted all the old flaking paint off ready to paint but there are loads that will not budge! So, as you can imagine, lots of craters and hollows. Not deep by any means. Just a couple of layers of paint in depth. I have keyed the surface by sanding. What can i put down to seal those craters and what paint would you recommend to paint on top? The previous paint is a universal surface paint, not a masonry paint. Any advice would be good. I know i cannot paint under a certain temp but want to know in advance what to do, or, is there a paint i can use that can be used in lower temps? Thanks
Could try No Nonsense Paint & Varnish Stripper, it's non-caustic, found it good for stripping the green gloss off the kitchen & dinning room stone window cills here. I then repaint cills using Sandtex smooth masonry paint. http://www.screwfix.com/p/no-nonsense-paint-varnish-stripper-500ml/17091 You can get tester pots of Sandtex smooth masonry paint to try.
If you are absolutely certain the stuck parts are really well stuck, then you could use a fine surface filler to fill the hollows. There's this kind of stuff: http://www.screwfix.com/p/toupret-t...nd Adhesives&gclid=COSy_anQ0coCFQkIwwodbugEZA and I think they also do a really fine version that'll go very shallow (this might even be it). Clearly you'll need stuff that'll fill a 1 to 2mm layer.
Ok, what about paint? Anything that can be used in cold weather or if not, what would you guys recommend? Ta
You could try something like the toupret fillers on the screwfix site Surprisingly if you use proper external paint like Sandtex it will dry quite quick even in this weather but wait until the surface is dry first.

Murex is another exterior filler, can be applied to old painted surfaces. http://www.toupret.co.uk/uploads/UK/ft_murex_uk_a4.pdf Only from SF competitors.
'Pliolite' masonry paint can be applied in sub-zero temps, and is rain=proof after summat like 20 minutes.
Just use Toupret filler and then water based stabilizer. After that you can you any exterior paint. I have done this many times when other decorators in London would have failed.
