I don't profess to being an expert on this but can only draw from my our experience.
I had a varnished stool that I wanted to paint.
The paint contains solvents & varnish is disolved in solvent so all the time I was painting the varnish mixed with the paint adding a dark brown colour. I had to wait for one coat to dry before trying again. Every coat pulled up some varnish & it only stopped on the 4th coat.
Next time I will remove all traces of varnish before painting.
Of course, you could always use a water based paint (acrylic) which shouldn't mix with the varnish.
